The North Carolina Council on Developmental Disabilities is seeking applicants for the position of Executive Director.
The North Carolina Council on Developmental Disabilities (NCCDD) is part of a national network of organizations authorized under the Developmental Disabilities Assistance and Bill of Rights Act (DD Act). The NCCDD funds systems change, advocacy and capacity building initiatives and advances other activities that are consistent with the policy of the DD Act. It fosters the development of a consumer and family-centered comprehensive system as well as a coordinated array of culturally competent services and supports designed to promote the independence, productivity, integration and inclusion of people with intellectual and other developmental disabilities (I/DD) into the community.
The Council advises the Secretary of DHHS and other state agencies on matters of concern to people with I/DD and their families. It is responsible for the development and implementation of a State Plan that impacts almost 200,000 North Carolinians with I/DD and their families. The gubernatorially-appointed members of the NCCDD guide the distribution of federal funds to the NCCDD’s grantees and sets the course of the systems change, advocacy and capacity building activities undertaken by the staff on behalf of the Council.
The Executive Director position services as chief executive officer of the Council. The Executive Director reports, under federal law, to the Council and has an administrative report to the DHHS Office of the Secretary. The Executive Director is responsible for oversight and coordination of all systems change, advocacy and capacity building initiatives, inclusive of grants administration and supervises the NCCDD’s staff. The Executive Director assures that the Council is in compliance with all federal laws and regulations promulgated by the US DHHS/Administration on Community Living/Administration on Intellectual and Developmental Disabilities (ACL/AIDD), with relevant state laws, and with the policies of the Council itself.

About the Council on Developmental Disabilities:
NCCDD has 40 members appointed by the Governor of which 60 percent are required to be people with intellectual or other developmental disabilities (I/DD) or family members. Others members include state legislators, top state agency officials and representatives of Local Management Entities/Managed Care Organizations (LME/MCO) and service providers.
Knowledge, Skills and Abilities / Competencies

Qualified applicants must document on the application that they possess all of the following:
- Demonstrated experience in a leadership role in an agency or organization concerned with individuals with I/DD and their families
- Demonstrated ability to effectively communicate and collaborate with individuals with I/DD
- Proven knowledge of state and federal policy, programs and laws impacting individuals with I/DD and their families
- Demonstrated ability to gather information and analyze state and national trends relative to people with I/DD and to identify responsive, best and evidence-based policy and practices
- Demonstrated ability to establish, maintain, coordinate and represent NCCDD efforts with diverse stakeholder groups, inclusive of self-advocates, families, state agencies, providers and the legislature
- Demonstrated experience administering programs or initiatives for people with I/DD and their families and an understanding of the social model of disability
- Demonstrated ability to prepare, manage and secure approval for programmatic and administrative budgets
- Proven knowledge of Medicaid policy and service delivery to people with I/DD
- Demonstrated skill in preparing and delivering presentations
- Proven ability to build consensus among diverse stakeholders such as board members, self-advocates, families, providers, advocacy groups, the media, the public and the legislature
- Demonstrated ability to provide leadership during a time of change
- A solutions-oriented mindset and orientation towards systems change and innovation
Minimum Education and Experience Requirements
Master’s degree in a disciple specific to the program from an appropriately accredited institution and four years of experience in the area of assignment, including two years in a supervisory or consultative capacity;
OR
Bachelor’s degree in a discipline specific to the program from an appropriately accredited institution and six years of experience in the area of assignment, including two years in a supervisory or consultative capacity;
OR
An equivalent combination of education and experience.
